What facility engineering actually means

In the language of the industry, facilities management splits into two halves. Soft services cover cleaning, security, landscaping and waste. Hard services, sometimes called hard FM or technical FM, cover the engineered systems that make a building habitable and safe. Facility engineering is that second half done properly, by people who understand the equipment rather than just replacing it when it fails.

According to the widely cited industry definition, facility management is the coordinated management of an organisation's buildings and the support services needed to keep them functional, safe and effective for occupants. The engineering slice of that is what most people notice only when it stops working: the air conditioning on a 45 degree August afternoon, the lift in a 30 storey tower, or the water pressure on the top floor.

The systems a facility engineer looks after

The exact scope depends on whether you run a single villa, a mid rise apartment block or a mixed use development, but the recurring list in the UAE looks like this:

  • HVAC and cooling: split units, ducted systems, chillers, cooling towers, air handling units and the associated controls. In most UAE buildings this is the single largest energy and maintenance cost.
  • Electrical: main distribution boards, sub boards, cabling, emergency lighting and connection to the local utility, whether that is DEWA in Dubai, ADDC in Abu Dhabi or SEWA in Sharjah.
  • Plumbing and water: booster pumps, water tanks, drainage, and increasingly water tank cleaning and testing to meet municipality rules.
  • Fire and life safety: alarms, sprinklers, pumps, extinguishers and smoke control. These are subject to Civil Defence requirements and are not optional.
  • Vertical transport: lifts and escalators, usually under a specialist maintenance contract.
  • Standby power: generators and, in some assets, uninterruptible power supplies for critical loads.

Planned preventive maintenance is the whole game

The defining feature of good facility engineering is that it is planned, not reactive. Planned preventive maintenance, usually shortened to PPM, means each asset has a schedule: monthly filter cleaning on air handling units, quarterly generator load tests, annual chiller overhauls and so on. The aim is to catch wear before it becomes a failure.

This matters more in the UAE than in cooler climates. Air conditioning runs hard for most of the year, dust loads filters quickly, and humidity along the coast accelerates corrosion. A neglected chiller does not politely warn you; it fails in the first serious heat of the season when every FM company is already stretched. A serious provider can show you a task level schedule per asset, with frequencies and the trades assigned. If all you are offered is a vague promise of "regular maintenance," that is a warning sign, not a contract.

How facility engineering is priced in the UAE

There is no single price, because a two bedroom apartment and a 400 unit tower are completely different jobs. That said, these are the common commercial models you will encounter. Treat every figure below as an indicative range only. Prices vary by property size, asset age, provider and location, so always get a written quote before you commit.

  • Residential annual maintenance contracts (AMC): for an apartment, an AMC covering basic MEP call outs and periodic checks commonly falls in the region of AED 800 to 2,500 per year. For a villa with more systems, gardens and often a private pool, ranges of roughly AED 2,000 to 6,000 or more per year are typical.
  • Per unit HVAC servicing: a routine service visit for a single split AC unit often sits somewhere around AED 100 to 300 per unit, before any parts.
  • Commercial and building wide contracts: larger buildings are frequently priced per square foot per year for integrated hard services. The rate depends heavily on the asset, so quotes can range widely; this is exactly why a site survey and written scope matter.
  • Call out and parts: most contracts separate the fixed fee from parts and out of scope repairs, which are charged at agreed rates. Read this section carefully so you are not surprised.

A cheap headline fee that excludes parts, excludes emergency call outs and thins out the PPM schedule is not really cheaper; it just moves the cost to the moment something breaks. When comparing bids, compare scope first and price second.

The role of the facility engineer

Behind the contract there are people. A competent facility engineering team usually includes a facilities or building engineer who owns the technical plan, supervisors for each trade, and multi skilled technicians for day to day work. On larger assets you may also have a dedicated HVAC specialist and a controls engineer.

In the UAE, one practical point is worth stressing: the labour should be properly employed and covered. Licensed providers sponsor their own staff, insure them and train them on safety. Cheap informal labour hired off a message group may save money on paper, but it carries real risk if someone is injured on your property or does unsafe work on live electrics or gas.

Technology and reporting

Modern facility engineering runs on data. Two tools are worth knowing about:

You do not need to understand the software yourself. What you should expect is a monthly report: what was planned, what was completed, what is outstanding, and what needs your decision or budget.

Standards and compliance

Facility management has an international management system standard, ISO 41001:2018, which sets out requirements for running an FM function in a structured, auditable way. A provider certified to it is signalling that its processes, not just its people, are organised. Fire system faults and unclean water tanks are the two areas where cutting corners can genuinely endanger occupants and expose an owner or manager to liability. These should never be the line items you trim to save money.

When you evaluate providers, look past the logo and ask for specifics:

  1. Is the company licensed for the technical trades it will perform, and does it sponsor its own staff?
  2. Can it show a documented PPM schedule tailored to your assets after a site survey?
  3. What are the guaranteed response times for emergencies versus routine calls, and are they in the contract?
  4. How are parts and out of scope work priced, and who approves them?
  5. What reporting will you receive, and how often?
